Jayapura, Jubi – The Papua Provincial Government is embarking on a series of bureaucratic reforms to anticipate the ASEAN Economic Community (AEC).
Papua’s First Assistant for Economic and People Welfare, Elia Loupaty told reporters in Jayapura on Wednesday (20/5/2015) the labour market competition is the fundamental challenge faced by both private and public organizations in facing the AEC 2015.
“It forces the State Civil Apparatus to keep up to date with recent changes,” he said.
He explained staff empowerment through education and training is a strategic effort to improve competency. “Staff empowerment is the effort to improve the capacity and performance of government agencies in providing services to the community,” he said.
Further according to him, the government continues to reform the bureaucracy through regulations, but the most essential is how to reform the mindset of State Civil Apparatus. “Mindset reform is very important, especially for bureaucrats as the main actors of any fundamental change innovations in their agencies to inclusively improve the capacity of bureaucracy for the creation of Good Local Governance,” he said.
He said the government keeps doing the reform by changing regulation in Education and Training Management for State Civil Apparatus that would be linked with the recent era and community’s requirement for achieving better quality service in the implementation. (*/rom)
