Jayapura, Jubi – Central Papua has emerged as one of Papua’s leading new autonomous provinces in financial governance after implementing the Regional Government Information System (SIPD RI) integrated with the online Fund Disbursement Order (SP2D) system.
Speaking on behalf of Governor Meki Nawipa at the opening of a technical guidance workshop on Monday, Central Papua Governor’s Expert Staff, Dr. H. Tumiran, S.Sos., M.AP, said the province had made notable progress despite being established only about three years ago.
Citing data from the Central Papua Regional Revenue, Financial Management, and Asset Agency (BPKAD), Tumiran said the province ranks third in implementing the SIPD RI integrated with the online SP2D system.
“In the Papua region, we rank third, after Jayapura City [in Papua Province] and, if I’m not mistaken, South Papua Province. Among the new autonomous provinces, we were the first to implement this system. This is remarkable and shows that our financial management performance is among the best,” Tumiran said.
The workshop, jointly organized by the Central Papua Provincial Government and Bank Papua at the Central Papua Governor’s Office Ballroom, is intended to strengthen the implementation of the integrated financial management system across provincial government agencies.
Tumiran also underscored the importance of introducing a government credit card payment system, saying a separate technical training program would likely be held to support its implementation.
“We also need to implement a government credit card payment system. Hopefully, a parallel technical training session will be organized for that as well. We appreciate Bank Papua and BPKAD for taking the initiative to organize this workshop,” he said.
He said the training is expected to make budget disbursement faster, more transparent, and less prone to administrative errors.
Tumiran stressed that the successful implementation of the online SIPD RI and SP2D system depends on well-trained personnel who understand every stage of the financial management process, from planning and budgeting to fund disbursement. He also called for improvements to internet infrastructure to ensure connectivity does not hinder implementation.
“If the main obstacle is internet connectivity, then that’s exactly what we need to improve. Accuracy and attention to detail from every financial administrator are equally important,” he said.
He encouraged participants to fully engage in the training, emphasizing that the initiative is aimed not only at improving technical skills but also at strengthening financial governance.
“Let’s make SIPD and the online SP2D system instruments for improving our performance. This system is designed to simplify processes, accelerate public services, and strengthen oversight of our regional budget.”
Tumiran also emphasized the importance of maintaining accuracy throughout every stage of financial administration, including document preparation, data verification, and compliance with applicable regulations.
He further called for closer coordination among budget users, financial officials, project implementation officers (PPTK), treasurers, BPKAD, and Bank Papua to ensure the system operates effectively.
“We must uphold integrity and respond quickly whenever obstacles arise during implementation,” Tumiran said. (*)
