Sentani, Jubi – Three factions in the Jayapura Regency Legislative Council (DPRK) are seeking to revoke the establishment of three special committees, arguing that they were formed in violation of the council’s rules of procedure and applicable laws.

The committees cover new autonomous regions (DOB), the Free Nutritious Meals (MBG) program, and boundary demarcation.

The National Democrat Faction, the United Development Faction, and the Special Group Faction announced their position through a joint statement read by United Development Faction Chair Billy Suwae before members of the Kenambai Umbai Indigenous Entrepreneurs Forum (FPAKU) in Sentani on Tuesday.

“We believe the establishment of the DOB, MBG, and Boundary Demarcation special committees did not comply with the DPRK Jayapura’s rules of procedure or applicable laws and regulations. The process was procedurally flawed and could result in decisions that lack legal validity,” Suwae said.

The committees were established under separate decrees issued by the leadership of the Jayapura Regency Legislative Council—Decree No. 11 of 2026 for the DOB committee, No. 12 of 2026 for the MBG committee, and No. 13 of 2026 for the Boundary Demarcation Committee. Their establishment was later ratified during a plenary session on June 3.

The factions argued that revoking the committees is necessary to safeguard the council’s integrity and ensure legal certainty.

“To prevent prolonged controversy and ensure legal certainty, we urge the Speaker of the Jayapura Regency Legislative Council to immediately convene a plenary session on June 30 to revoke the decrees establishing the three special committees,” Suwae said.

He said the factions would then ask the council’s Deliberation Body (Badan Musyawarah) to schedule another plenary session to establish a Special Committee on Special Autonomy.

The proposal reflects one of eight demands put forward by the Kenambai Umbai Indigenous Entrepreneurs Forum (FPAKU), whose members have occupied the grounds of the Jayapura Regency Legislative Council office since Monday.

As of Tuesday, dozens of demonstrators remained outside the council building, pressing lawmakers to immediately establish the proposed Special Committee on Special Autonomy. (*)
